The Estonian Recovery and Resilience Plan (hereinafter the Recovery Plan) is one of the annexes to the national strategy ‘Estonia 2035’ and its action plan, focusing on objectives, reforms, and investments funded by the Recovery and Resilience Facility (RRF), covering all the pillars of the Recovery Instrument, and addressing country-specific recommendations made by the European Commission in conjunction with other EU funds. The objectives of the REPowerEU plan are to: save energy, diversify supplies, rapidly replace fossil fuels to accelerate Europe's transition to clean energy, and smartly combine investment and reform.
